Abstract
Isu kesesuaian RTRW dan perlindungan hak atas tanah bukanlah bersifat kontemporer. Kedua persoalan tersebut menyertai hampir pada setiap pelaksanaan pembangunan infrastruktur dalam rentang dominan hingga tidak signifikan secara kuantitas dan kualitasnya. Kajian ini masih menunjukkan nuansa kuatnya kepentingan pragmatik yang mengabaikan tatanan hukum dalam proyek strategis nasional. Pemahaman penting dari permasalahan yang muncul dari program PSN dengan menggunakan Hukum Pancasila sebagai perspektif solusi sebagai usulan logis dalam tatanan hukum Indonesia
